ShockBlockers® are manufactured by the Portland Habilitation Center, providing training and employment for people with disabilities.

Portland Habilitation Center Northwest (PHCNW) is a Qualified Rehabilitation Facility (QRF). PHCNW delivers contracted services in custodial, landscaping, light industry and administrative services. According to the Portland Business Journal, PHCNW is the sixth largest non-profit organization in the region. PHCNW is not affiliated with any social service agency. Funding from government sources constitutes less than 1% of our annual operating budget. PHCNW operates on a sound business principle: “Deliver consistent high quality reliable services and the work will follow.”

PHC Northwest’s mission is to assist individuals with disabilities by providing the training they need to develop their skills so that they may obtain and maintain meaningful work.
